Submission Procedure

The application form is entirely electronic. This takes care of formatting and templates. You can complete the submission process gradually and save your progress as you go. Begin your application through the submission portal.

Stage 1 (Capsule proposal) - submission deadline January 30, 2026

All proposals will be initially submitted to HERE in the form of a capsule proposal. The recommended format can be seen here. These proposals will be evaluated by the HERE Technical Working Group (TWG). Only proposals that have passed the capsule stage will be invited to submit a full proposal. Revisions may be necessary. The list of proposals that can proceed to the next stage will be announced on February 17, 2026.

Stage 2 (Full proposal) - submission deadline March 23, 2026

The format for full proposals can be downloaded here. Full proposals will be initially evaluated by the HERE TWG. Revisions may be necessary. The list of proposals that can proceed to the next stage will be announced by May 2026. 

Stage 3 (GC review) - May to June 2026

Full proposals that pass the screening by the HERE TWG will be presented to and reviewed by the Governing Council (GC), revised as needed, and scored. The proposals that score the highest will then be chosen for funding based on the PHP 50 million limit. The final list will be announced by July to August 2026
